“Eduardo David García, 41, heads the international trade practice
area at Rubio Villegas y Asociados, a firm that is widely recognized
for its expertise in trade. Over the past five years, the practice has
grown by three lawyers, and other firm members engaged in trade work
include partners Juan Carlos Partida, Luis Rubio and Mario Prado, and
associates Paulina Castillo and Alejandro Montes. Juan Carlos Partida
worked as a legal adviser for the Mexican section of the NAFTA
Secretariat and Luis Rubio worked with the Ministry of Economy during
